CƠ QUAN THƯƠNG MẠI VÀ PHÁT TRIỂN MỸ HỖ TRỢ ĐỂ THÚC ĐẨY PHÁT TRIỂN ĐIỆN GIÓ TẠI VIỆT NAM

HÀ NỘI, VIỆT NAM – Tuần này, USTDA công bố tài trợ $ 287,917 cho điện Cục điều tiết điện lực Việt Nam (ERAV), trực thuộc Bộ Công thương, để hỗ trợ sự phát triển của một mã lưới điện gió cho ngành điện của đất nước. Gói hỗ trợ kỹ thuật sẽ tài trợ cho một nghiên cứu về tài nguyên gió của Việt Nam và lưới điện để phục vụ như là cơ sở cho một tiêu chuẩn mã lưới mới cho phép tích hợp và kết nối lên đến 6.000 MW điện gió mới. Đăng ký của các dự án phát triển điện gió ở Việt Nam gần đây đã tăng tốc, với hơn 60 dự án đăng ký với Bộ Công Thương, và sắp tới sẽ còn nhiều hơn nữa.

“Việt Nam có nhu cầu phát triển các nguồn năng lượng mới và Bộ Công Thương đã đề ra chính sách ưu đãi để khuyến khích phát triển các nguồn tài nguyên gió dồi dào của Việt Nam,” Giám đốc USTDA Leocadia I. Zak cho biết. “Nguồn tài trợ này thể hiện sự hợp tác giữa Chính phủ Việt Nam, Chính phủ Hoa Kỳ, và ngành công nghiệp Mỹ để thúc đẩy phát triển năng lượng tái tạo tại Việt Nam.”

USTDA tài trợ này sẽ giúp các nhà quản lý ngành điện ở Việt Nam để chuẩn bị cơ sở hạ tầng của đất nước cho việc tích hợp thành công điện gió lên lưới quốc gia. Làm việc với phòng Tư vấn Năng lượng (GEEC) bộ phận của General Electric International (Schenectady, NY), dự án này sẽ hỗ trợ một mạng lưới điện ổn định hơn và cho phép tích hợp các nguồn điện bổ sung từ các nguồn tái tạo. Tăng triển khai năng lượng gió cũng sẽ cho phép Việt Nam giảm sự phụ thuộc vào nhiên liệu đốt than.

Dự án này hỗ trợ danh mục đầu tư năng lượng tái tạo USTDA, và cùng với một phái đoàn thương mại trước đó ngược lại tập trung vào phát triển năng lượng gió của Việt Nam và cơ quan quản lý năng lượng, là một phần trong cam kết của Hợp tác năng lượng toàn diện Mỹ-Châu Á Thái Bình Dương (USACEP), do Tổng thống Obama công bố tại Hội nghị thượng đỉnh Đông Á vào tháng Mười năm 2012. Sáng kiến ​​này nhằm xây dựng tham gia kinh doanh Mỹ trong phát triển năng lượng sạch của khu vực, đồng thời kích thích cơ sở hạ tầng và cải thiện lưới điện.

Các thương mại Mỹ và Cơ quan Phát triển giúp các công ty tạo ra việc làm ở Mỹ thông qua việc xuất khẩu hàng hóa và dịch vụ của Mỹ cho các dự án ưu tiên phát triển trong nền kinh tế mới nổi. USTDA liên kết các doanh nghiệp Mỹ với các cơ hội xuất khẩu bằng cách tài trợ các hoạt động dự án quy hoạch, dự án thí điểm, và cơ quan đại diện thương mại đảo ngược trong khi tạo ra cơ sở hạ tầng bền vững và tăng trưởng kinh tế ở các nước đối tác.

HANOI, VIETNAM – This week, USTDA announced a $287,917 grant to the Electricity Regulatory Authority of Vietnam (ERAV), part of the Ministry of Industry and Trade (MOIT), in order to support the development of a wind grid code for the country’s electric power sector. The technical assistance grant will fund a study of Vietnam’s wind resources and its power grid to serve as the basis for a new grid code standard that allows for the integration and interconnection of up to 6,000 MW of new wind power. Registration of wind power development projects in Vietnam has recently accelerated, with over 60 projects registered with MOIT, and more to come.

“Vietnam has a growing need for new energy sources and its Ministry of Industry and Trade has set policy incentives to encourage the development of Vietnam’s abundant wind resources,” said USTDA Director Leocadia I. Zak.  “This grant demonstrates the collaboration between the Government of Vietnam, the U.S. Government, and U.S. industry to advance renewable energy growth in Vietnam.”

This USTDA grant will help power sector managers in Vietnam to prepare the country’s infrastructure for successful integration of new wind power generation. Working with the Energy Consulting (GEEC) department of General Electric International (Schenectady, NY), this project will support a more stable power grid and enable the integration of additional electricity resources from renewable sources. The increased deployment of wind energy will also enable Vietnam to reduce its reliance on coal-fired fuel.

This project supports USTDA’s renewable energy portfolio, and along with an earlier reverse trade mission focused on Vietnam’s wind power developers and energy regulators, is part of the agency’s commitment to the U.S.-Asia Pacific Comprehensive Energy Partnership (USACEP), announced by President Obama at the East Asia Summit in November 2012. This initiative seeks to build U.S. business engagement in the region’s clean energy development, while stimulating infrastructure and grid improvements.
