II/WORK OBJECTIVES: R&D Officer is responsible for coordinating and promoting the research and development activities in Biogas sector under the Biogas Program for Animal Husbandry Sector that align with the objectives and outputs of the Program, to be involved in quality control work, acceptance of constructed digesters, and support other activities of Technical Team.
III/ ROLES AND RESPONSIBILITIES:
1.Undertake the research activities, propose the strategic/breakthrough research ideas, initiatives in promoting the development of biogas sector (new technology, new application, new market, new managing method, etc. to be appropriate with the local condition)
- Collecting and synthesizing the information about the research related to the Biogas activities in other projects or organizations.
- Organizing “defend” sessions, collecting the comments of managing levels and relevant parties about the new researching ideas
- Coordinating the implementation of researching programs
- Monitoring, evaluating and reporting the performance of the R&D section by the M&E system of the Program
- Taking part in proposing suggestions/recommendation to the managerial works of Programme Management Unit
2.Undertake the Quality control assignment
- Conducting site checking, evaluating the implementation of project activities undertaken by Provincial Biogas Programme Divisions following the Technical Team’s requirement;
- Monitoring the provincial technician, Independent Quality Controller, mason/installers to ensure their compliance with regulations, quality and time requirement.
- Checking, evaluating the acceptance file of digesters of PBPDs.
IV/ QUALIFICATION REQUIREMENTS:
Education level:
- University graduated and over, technical major (biology, environment, agriculture, technique etc)
Practical experience:
- 3 year working experience at least
Personal qualities:
- Professional competency (at least, university degree in biology, environment, or agriculture…)
- Strategic thinking
- Ability of organizing, coordinating and facilitating
- Teamwork skills
- Monitoring and evaluation skills
- Writing report skills in Vietnamese & English
Health:
- Good health status
