Primary Job Functions:
Job Title:                   Trade Compliance Specialist, Vietnam – Supervisor
Reports To:               Sr. Manager, Global Trade Compliance
FLSA Job Status:     Exempt
Basic Job Functions:
  • Responsible for conducting a full range of activities for import/export compliance related processes within the First Solar, Inc. global organization to ensure adherence to global government regulations and First Solar, Inc. internal requirements.
  • Interface with First Solar, Inc. divisions, factories, subsidiaries, suppliers, brokers and freight forwarders to ensure compliance to all domestic and international government import/export regulations.
  • Develop strong business relationships and strategic alliances supporting First Solar growth plan.
  • Manage (EPE) Export Processing Enterprise –  Imports and Exports
Experience:
  • College degree plus 5 or more years of experience working in international trade compliance
  • In-depth knowledge of Vietnamese Import and Export operational trade compliance processes & concepts.
  • Experience working with regulatory agencies such as Vietnamese Customs Authorities inclusive of Export Processing Enterprise.
  • SAP software experience is a plus.
                                   
Education:
  • Four year college degree in Business, Supply Chain, Logistics or related technical or business field.

Job Complexity

Essential Functions & Responsibilities
  • Responsible for preparation and submission of Customs entry documentation and preparation and submission of export documentation in and out of the EPE.
  • Manage EPE (Export Processing Enterprise) covering both Imports & Exports.
  • Ensure accurate documentation is created and data is transmitted timely to appropriate governmental agencies for all Vietnamese import/export activities.
  • Determine appropriate Harmonized Tariff numbers on import and export shipments.
  • Responsible for the development, delivery and ongoing oversight of import/export compliance processes by understanding and applying relevant Vietnamese and US international laws and regulations.
  • Represent the company as needed with customs and trade officials to develop solutions to resolve trade compliance issues with relevant government agencies.  Ensure compliance with Vietnamese Customs regulations and other government agency regulations. Confirm such knowledge is factored into the departmental processes.
  • Review and customize process for recordkeeping and retention of import/export control related documents such as product classification, valuation etc.
  • Oversee and complete necessary license application forms (Export and Import)
  • Identify trade compliance risks and provide guidance for mitigation.
  • Manage trade compliance issues involving multiple functions, business units and/or countries by adhering to processes established by Global Trade Compliance Department.
  • Initiate and administer training to staff and other First Solar personnel on regulatory requirements inclusive of Incoterms 2010 and international documentation.
  • Oversee application for tariff concessions such as Free Trade Agreements
  • Respond to inquiries and issues involving customs and other Vietnamese government agencies
  • Organize, update and disseminate customs regulations to First Solar personnel
  • Track and publish metrics and KPI’s to achieve objectives and adherence to regulations. Maintain brokerage supplier scorecard.
  • Conduct business dealings with the highest level of integrity and regard for governmental and legal regulations and environmental issues.
  • Prepare monthly and special request reports as required.
  • May travel to support operations.
