POSITION TITLE: Chief of Party (CoP)
LOCATION: Hanoi, Vietnam

REPORTS TO: Home Office Coordinator
PROGRAM SUMMARY:
Winrock International is seeking applications for the position of CHIEF OF PARTY for the Vietnam Clean Energy Program, a multi-year USAID-funded program that aims to strengthen the foundation for low emissions energy systems in Vietnam by enhancing capacity to acquire, manage, analyze, and use energy sector data in decision-making and increasing energy efficiency in high energy use sectors.
The Vietnam Clean Energy Program is a USAID-funded project that targets opportunities for reducing greenhouse gases (GHGs) in the energy sector. In the context of Vietnam’s energy-intensive economic growth, widespread adoption of energy efficiency (EE) and demand-side management (DSM) measures are essential to reducing demand for energy and provide the most cost-effective way to reduce GHG emissions and avoid the potential shortfall in electricity. Vietnam Clean Energy Program endeavors to achieve the following objectives: enhance capacity to acquire, manage, analyze, and use sectoral data in decision making; and, increase energy efficiency in high energy-use sectors.
DUTIES AND RESPONSIBILITIES:
a) Expertise in energy efficiency and green buildings, including development and implementation of standards (technology, equipment, and materials), codes, and policies.
b) A strong understanding of energy data management, collection, analysis
c) Excellent skills in intercultural communications and proven experience in facilitating dialogue, coordination, and collaboration among energy industry, financial sector, donors, and government
d) Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams, as well as to develop a network of contacts among international donor officials, government, and nongovernment staff.
e) Demonstrated ability to establish strong working relationships with senior representatives of national and local government, the private sector and civil society
Qualifications and Background:
Education: Master’s degree required, MBA or Ph.D. in energy-related engineering, architecture, policy, business, finance, economics, or related field
Experience:
Minimum of ten years relevant experience including strategic planning, project administration and staff management in programs financed by the USG, mutlitlateral or bilateral donors.
International work experience in developing countries, preferably including Southeast Asia, particularly Vietnam.
Proven leadership in the administration of large international donor support programs with demonstrated skills in strategic planning, management, supervision and budgeting.
Previous experience as a Chief of Party on a USAID funded program is a plus.
Skills:
Strong business skills, an understanding of human resource management, business planning, and achieving tangible financial results, are required.
Exellent verbal and written communication skills in English, both written and oral.
Demonstrated ability to interact effectively and sensitively with a broad cross-section of internal staff and external donors at the senior as well as grass roots level is essential.
Sound analytical skills, including ability to understand contemporary development concepts, themes and issues and present them clearly; cultural awareness and sensitivity; demonstrated strong organizational management and networking skills, including management of multiple tasks and conflict resolution; understanding of the importance of gender in development and the ability to include gender analysis in program development
